Funding
Grants for internationalisation and entry into new markets
Other funding
Finance the strategy, commercial development and resources required to enter and grow in international markets
Different public programmes support Basque companies in developing international markets, from their first structured entry into a new country to broader expansion, promotion, commercial development and foreign establishment.
At Bavion, we assess the company's international experience, target markets and planned activities, identify the most appropriate funding programme and prepare and manage the strategy, project documentation, eligible budget, application and subsequent justification.
The appropriate internationalisation programme depends on the company's export experience, target market and the specific activities required to enter or grow in that market.
Planning your next international market entry for 2027?
Zabaldu+: international expansion and market development
Zabaldu+ supports SMEs in developing and strengthening their international presence through strategy, market development, promotion, commercial actions, foreign establishment, cooperation and international pilot projects.
Build and execute a structured international expansion project
Zabaldu+ can support the development of an internationalisation strategy analysing the company's capabilities, target markets, customers, competitors, entry alternatives, risks, product adaptation, pricing and commercial approach.
The programme can also finance external market studies, customs and tariff analysis, sustainability reports, market-entry advice, commercial prospecting, partner and distributor searches, industrial property registration, certifications and homologations required in destination markets.
The programme supports international promotion activities including participation in trade fairs, specialised forums and conferences, market prospecting trips, reverse missions and commercial meetings with potential customers, partners, distributors or agents.
It can also finance international marketing plans, adaptation of promotional materials, websites for foreign markets, digital and sector-specific advertising, product presentations, public relations and other promotional actions adapted to the target market.
Zabaldu+ can support the creation of new commercial or productive establishments abroad, including certain incorporation costs, feasibility studies, business plans, due diligence, recruitment processes in the destination country and initial rental and utility costs.
The programme also supports commercial agents and representatives, joint internationalisation initiatives and international pilot projects designed to demonstrate the viability and replicability of a solution in a foreign market.
We first analyse the company's international profile, export intensity and target markets to define the most appropriate structure for the application.
Bavion can prepare the internationalisation project, define the eligible actions and budget, coordinate the supporting documentation and manage the application, administrative follow-up and final justification.
Under the 2026 rules, companies with exports representing no more than 50% of turnover can include up to four foreign markets, while companies above that level can include up to two qualifying markets. Applications must also include at least two different categories of internationalisation actions.
Internationalisation Bizkaia: entry into new foreign markets
The Bizkaia Internationalisation Programme supports companies developing a structured commercial entry project in a country where they have had little or no significant previous business activity.
Turn a new target country into a structured market-entry project
Eligible companies must have their registered and tax office in Bizkaia, at least one production centre in the territory, operate within the sectors covered by the programme and have between 5 and 100 full-time equivalent employees.
We also analyse whether the destination genuinely qualifies as a new country. Under the 2026 rules, a market is not considered new when the company already has a permanent establishment there, when turnover in that country has exceeded the established threshold during the previous three years or when the same market has already received repeated support under previous calls.
We structure the entry project around the company's export potential, the attractiveness of the destination market, target customers and segments, competitive landscape, risks, entry barriers and the most appropriate commercial model.
The project also defines the products or services to be offered, necessary adaptations, sales channels, promotional activities, resources, responsibilities, objectives and measurable indicators.
The programme can finance internal staff dedicated to the project, recruitment of specialised international trade professionals, travel and accommodation, training, preparation of an Internationalisation Plan, participation in trade fairs, external consultancy and market-specific marketing and promotion.
External services may include market-entry strategy, country selection, taxation, market research, feasibility, certifications and homologations, regulatory requirements, translations, digital positioning and other services required to develop the new market.
We prepare the project report, internationalisation strategy, objectives, budget, company documentation and evidence required for the application, ensuring consistency between the target country, proposed actions and expected commercial impact.
The assessment process includes an interview with the company team involved in the project. Bavion can therefore also help prepare the company to explain its international capabilities, market choice, entry model, resources and expected results consistently.
