Dibertsifika grants for productive investment, diversification and growth
Diversify and grow
Finance productive investments that expand capabilities, open new business lines and support industrial growth
Dibertsifika supports productive investment projects carried out by industrial companies in the Basque Country to diversify their activity, develop new products, services or markets, expand production capacity and improve competitiveness.
At Bavion, we assess company and investment eligibility, structure the industrial and business case, prepare the technical and financial documentation, define the eligible investment and support the company throughout application, execution and justification.
A strong Dibertsifika project must connect the productive investment with a clear business objective, new capabilities and measurable growth or diversification.
Preparing a productive investment project for Dibertsifika 2027?
Company and investment eligibility for Dibertsifika
We assess whether the company, location, business activity and proposed investment meet the programme requirements before developing the full application.
Determine whether your productive investment fits Dibertsifika
Large companies can only access the programme under more restrictive conditions and when the investment is located within the designated Extended Left Bank area of the Basque Country.
For these companies, support is limited to qualifying initial investments that generate new activities, products or production processes under the applicable regional aid rules.
The proposed project must reach a minimum eligible investment of €200,000 for SMEs or €1.5 million for eligible large companies.
In addition, at least 25% of the eligible investment must be financed using company resources that do not constitute public grants.
Productive investment for diversification and growth
We define how the investment creates new productive capabilities and how these capabilities translate into diversification, higher capacity, improved productivity or business growth.
Connect the investment with a clear industrial growth strategy
Dibertsifika supports investments that allow the company to move into new business lines, products, services or markets and develop productive capabilities that were not previously part of its activity.
The project should demonstrate how the investment reduces dependence on the existing activity and creates new medium- and long-term business opportunities.
The programme also supports investment aimed at increasing production capacity, improving productivity and reinforcing competitiveness within the company's existing or evolving activities.
We connect the new assets with expected capacity, productivity, demand and revenue growth to demonstrate the economic logic of the investment.
The programme provides additional consideration for investments linked to strategic industrial sectors identified within the Basque Industry Plan 2030.
These include Hazi sectors such as aerospace, biosciences, advanced digital solutions, smart grids and storage and renewable fuels, as well as Irabazi sectors including automotive components, sustainable mobility, advanced manufacturing, energy and metallurgy.
We analyse the wider impact of the investment on employment, industrial activity, the local value chain, collaboration with other companies and the attraction of additional investment.
Projects with a stronger transformative effect can receive additional consideration within the programme.
Eligible productive investment and assets
We structure the investment plan and determine which productive assets can be included, ensuring a direct connection between each asset and the diversification or growth project.
Build the productive asset base required to execute the project
Eligible investment can include machinery, tooling, technical installations and other productive equipment directly required to implement the new or expanded industrial activity.
The assets must be clearly connected with the productive capabilities described in the project.
Land, buildings and certain logistics facilities can form part of the eligible investment where they are necessary for the productive project.
However, the eligible amount associated with land and buildings cannot exceed the value of the remaining eligible assets.
The project can include industrial property, patents, software and other intangible assets required to operate the productive investment.
These assets must be directly linked to the funded establishment, acquired under market conditions and meet the applicable permanence and amortisation requirements.
We review whether assets are new or otherwise fall within an accepted exception, whether they constitute genuine productive investment rather than replacement expenditure and whether supplier procurement meets the applicable documentary requirements.
Where the relevant legal thresholds are exceeded, several supplier offers may be required before committing the expenditure.
Industrial, financial and business proposal preparation
We transform the investment decision into an integrated proposal connecting productive capabilities, business growth, financial viability, commercial development, employment and funding.
Turn a productive investment into a coherent and defensible Dibertsifika project
We define the current industrial situation, new products, services or business models, the productive capabilities created by the investment and the relationship between the company's current sector and the target activity.
The industrial plan explains what will physically change in the company and why the proposed assets are necessary.
We connect the productive investment with expected sales, target customers and markets, commercial development and, where relevant, internationalisation.
This demonstrates how the new capacity will generate economic activity rather than remaining simply an asset acquisition project.
Application, execution and investment justification
We support the company from electronic application through investment execution, project modifications, expenditure control and final justification.
Manage the investment from application through to final payment
After approval, we support documentary monitoring of investments and changes affecting objectives, activities, expenditure or timing.
The company must also comply with the employment commitments associated with the programme, including maintaining the initial workforce and, where new employment is created, maintaining it for the required period.
We coordinate investment statements, invoices, proof of payment, supplier offers, financing evidence and the documentation required for interim and final payment.
Under the 2026 call, an initial advance of 21.15% was provided, followed by subsequent payments linked to investment justification.
